An issuer service that compares the billing address submitted with a transaction against the cardholder's address on file.

AVS is a US/UK/Canada-flavoured fraud signal that returns match codes for street and ZIP. It's useful as one input to risk scoring but is widely spoofed and shouldn't drive auth/decline alone. Most non-US issuers don't support it.
